‘Renewable energies will continue to play a key role in decarbonising the energy sector, with the European Commission proposing to increase their share in final energy consumption from 32%, as set in 2018, to at least 40% by 2030. The more ambitious target will be more expensive to achieve and therefore the importance of a least-cost approach is greater.
This chapter proposes an approach, based on a wider role of Guarantees of Origin (GOs), to deliver the EU renewable penetration target at least cost. This should be done in a way that trace the renewable characteristic of energy through transformations, which will play an increasing role in the future circular energy system characterised by a larger share of biogas and other renewable energy sources.’
