Vera Eiró, PhD in Public Law (NOVA School of Law, Portugal), post-graduated in Environment and Planning (Coimbra University) is a Public Law professor (professora auxiliar) at Nova School of Law and Executive President of the board of the Water and Waste Regulatory Entity in Portugal (ERSAR, www.ersar.pt).

Her practice and research have focused on regulation, public procurement, administrative law, energy law, environmental law and planning law.

She is also author of several articles and books – including her PhD thesis – and often invited to speak at conferences, universities and industry events, both international and national, being also part of the editing board of prestigious Portuguese law publications.

Her role in the academia and profile in the market (including being a lawyer at Linklaters LLP and now an executive Board Member/ President of a Regulatory Entity) resulted in an extensive and diverse professional experience that in the academia is based in Public and Administrative Law including litigation and public law arbitration connected with the execution of relevant public contracts (including concession agreements and other administrative contracts).

She was a lawyer at Linklaters LLP for more than 10 years (Head of Public Law and Regulatory in the Lisbon office) and an arbitrator appointed to several conflicts related to public services and administrative contracts, until she joined the board of ERSAR in January 2021. Vera has also worked as advisor to the Portuguese Constitutional Court.
