‘In order to reach the ambitious goals of the Green Deal, State aid rules needed significant adjustment. For this reason, the Commission adopted the Climate, Environmental and Energy Aid Guidelines (CEEAG). Within the EU, providing State aid is the exemption to the rule that in principle, to ensure market integration, State aid is prohibited. This chapter will assess to the impact of the new State aid guidelines in general and, more in particular, to what extent they shift the balance between the financing the energy transition and avoiding market distortion.’
